The aim of the City of Sanctuary movement is to foster a culture of hospitality for people seeking safety in the United Kingdom, especially refugees fleeing war, religious persecution, and ethnic violence. However, come have criticised the Sanctuary status as an undemocratically imposed policy programme that could lead to a rise in refugees, or divert funds away from local residents.
